Landlord Carl Haglund in Seattle believes that the constraints put in place during the pandemic are to responsible for an increase in rent skippers. Haglund asserts that the issue stems from the city’s recently passed ordinance, which makes it more expensive and challenging for us to successfully evict the inhabitants during this COVID embargo.
